Abstract
The evaluation results on the implementation of the Double Track Railway Development Project for the Southern Cross of Java Km.64+200 s.d KM. 67+000 Between Mojokerto-Jombang which was carried out in the 2019 fiscal year, in its implementation, it seems that the specified time has not been achieved. This is evidenced by the sight of work that has not been Therefore, this study was conducted to determine the factors that influence the time of execution of the work not to be achieved and to obtain the most dominant factor influencing it.
The data analysis methodology used is factor analysis and multiple linear regression analysis of the answers to the questionnaire distributed to 52 respondents from the contractor, owner and supervisor consultant.
Based on the results of research with the F test found that together the factors of the Work Materials (X1), Equipment (X2), Labor (X3), Finance (X4), Implementation Methods (X5), Design Changes (X6), Work Environment (X7), jointly influencing the delay in the implementation of work with a value of Fcount = 31.275 > Ftabel = 2.226. However, based on the partial t-test, the factors that significantly influence the non-achievement of the implementation of the work on the Double Track Development Project for the South Java Railway Km.64+200 to KM. 67+000 Between Mojokerto-Jombang is the Material Factor with the coefficient value of 0.385, the Labor factor with the coefficient value of 0.374, the Work Environment factor with the coefficient value of 0.310 and the Equipment factor with the coefficient value of 0.184. Based on the results of multiple linear regression analysis, the most dominant factor that affects the unachieved time of execution of work on the Double Track Development Project of the South Java Railway Km.64+200 to KM. 67+000 Between Mojokerto-Jombang is a material factor with a coefficient of 0.385.

Abstrak
Hasil evaluasi Pelaksanaan Pekerjaan Proyek Pembangunan Jalur Ganda Kereta Api Lintas Selatan Jawa Km.64+200 s.d KM. 67+000 Antara Mojokerto-Jombang yang dilaksanakan pada tahun anggaran 2019 dalam pelaksanaannya terlihat tidak tercapainya waktu yang sudah ditentukan. Hal ini terbukti dengan terlihatnya pekerjaan yang belum selesai dikerjakan diperkirakan mengalami keterlambatan mencapai 35% dari waktu yang telah ditentukan. Oleh katena itu penelitian ini dilakukan untuk mengetahui faktor-faktor yang mempengaruhi tidak tercapainya waktu pelaksanaan pekerjaan dan untuk mendapatkan faktor yang paling dominan mempengaruhinya.
Metodologi analisis data yang digunakan adalah analisis faktor dan analisis regresi linier berganda terhadap jawaban dari kuesioner yang disebarkan kepada 52 responden dari pihak kontraktor, Owner dan konsultan pengawas.
Berdasarkan hasil penelitian dengan uji F didapatkan bahwa secara bersama-sama faktor Material (X1), Peralatan (X2), Tenaga Kerja (X3), Keuangan (X4), Metode Pelaksanaan (X5), Perubahan Desain (X6), Lingkungan Kerja (X7), berpengaruh secara bersama-sama terhadap
tidak tercapainya waktu pelaksanaan pekerjaan dengan nilai Fhitung = 31.275 > Ftabel = 2.226. Namun berdasarkan Uji t secara parsial faktor-faktor yang mempengaruhi secara signifikan terhadap tidak tercapainya pelaksanaan pekerjaan pada Proyek Pembangunan Jalur Ganda Kereta Api Lintas Selatan Jawa Km.64+200 s.d KM. 67+000 Antara Mojokerto-Jombang adalah Faktor Material dengan nilai Koefisien β sebesar 0.385, faktor Tenaga Kerja dengan nilai Koefisien β sebesar 0.374, faktor Lingkungan Kerja dengan nilai Koefisien β sebesar 0.310 dan faktor Peralatan dengan nilai Koefisien β sebesar 0.184. Berdasarkan hasil analisis regresi linier berganda faktor yang paling dominan yang mempengaruhi tidak tercapainya waktu pelaksanaan pekerjaan pada Proyek Pembangunan Jalur Ganda Kereta Api Lintas Selatan Jawa Km.64+200 s.d KM. 67+000 Antara Mojokerto-Jombang adalah faktor material dengan nilai Koefisien β sebesar 0.385
