Increasing the competitiveness of MSMEs, supported by effective organizational resource management and adequate policy support, will lead to optimal financial performance. This study's goal is to investigate how government policy, intellectual capital, environmental, social, and governance (ESG), and digital organizational culture affect the financial performance of MSMEs in Surabaya's food and beverage (F&B) industry city. This study employs a survey method as part of a quantitative approach. 359 MSMEs in the food and beverage industry that were registered with the Surabaya City E-Peken application made up the research sample. Questionnaires were used to gather data, and IBM SPSS Statistics version 25 was used for analysis, using multivariate linear regression. The findings indicate that Digital Organizational Culture, Intellectual Capital, Environmental, Social, and Governance (ESG), and Government Policy partially and simultaneously influence the Financial Performance of MSMEs. These findings indicate that increasing the implementation of Digital Organizational Culture, Intellectual Capital management, Environmental, Social, and Governance (ESG) implementation, and Government Policy support contributes to improving the Financial Performance of MSMEs in the Food and Beverage sector in Surabaya City.
